That's a rather stranger error, it's apparently looking for a file that has never existed in a proper WordPress installation.
I recommend first deleting the existing files and uploading all new ones. Do not overwrite any files, as that often leads to further issues. Simply delete the existing files and upload the new files freshly downloaded from https://wordpress.org/download/
If you still have trouble, ask your hosting provider if PHP is installed and properly configured.
