"Things", yes. "Content", no.

Things are code. Content is actual content in the database. You don't have the same user accounts and passwords on the test systems. You don't have the same posts on them either. You stage changes to code, certainly. But not changes to actual posts.

Copying databases around is a bad idea in general. You back them up, you restore them, you create master/slave systems to expand them. But, you generally don't set them up somewhere first and write your content before copying them somewhere else. That's, weird, at best.
