If you are serious about learning WordPress development - you need to change your plan.
WordPress.com is just a kids version, so you can get used to WordPress, or for people that do NOT want to learn any of the technical stuff.
You need to get hosting, and you need to install WordPress yourself.
If you do not have any money for hosting, you can install WordPress on your own computer - or worst case scenario you can use free hosting - though I would not recommend this.
